*This is an urgent call* *to all those concerned about the vote on the
Digital Green Certificate (*“Green Pass”*). *This certificate will link
the free movement of people in the European Union and the Schengen area
to a proof of vaccination or a negative PCR test. *The Members of the
European Parliament are about to take this decision, probably one of the
most important of their lives, without any debate.*

it will do the exact opposite: it will stifle travel and human interaction.

European Union About To Vote On Common Vaccination Passport To Travel

On 17 March 2021, the European Commission
<audiovisual.ec.europa.eu/en/video/I-203099>presented a proposal
to create a Digital Green Certificate
<ec.europa.eu/info/live-work-travel-eu/coronavirus-response/safe-covid-19-vaccines-europeans/covid-19-digital-green-certificates_en>to
facilitate the safe free movement of citizens within the EU during the
COVID-19 pandemic.

The ‘interoperable’ certificates would providing evidence that a person
has been vaccinated or has negative RT-PCR test against Covid-19. The
pass would include information on the brand of the vaccine, data and
place of inoculation and the number of doses administered, as well as
attest from a lab or hospital of a negative PCR test. Holders of the
certificate (a QR code on a phone app or on paper) would be exempted
from quarantine and other restrictions. While the document would be
common to all EU citizens, it will be up to member countries to decide
on how to use it.

The Commission is also working with the WHO and ICAO the international
air travel organization to ensure that the ‘green pass’ would also get
international recognition. In the meantime it would also allow
bi-lateral deals of EU countries with non-member states provided that
these would be approved by the Commission.

Countries have different reactions according to their needs and to their
population’s confidence rate in vaccination. Greece and Spain are eager
to use it to reopen their tourism economy while France has a poor uptake
of the vaccine and close to half of the population is hesitant to take
the vaccine. Many also find that there is not enough data on the
vaccines and that it’s too early to issue such a certificate. There is
still uncertainty about whether the vaccine can actually stop the
disease from spreading

But several countries in Europe are reinstating lockdown and
restrictions in fear of a third wave and vaccination and the green pass
are presented as the ‘only way out’ of the pandemic. While presented as
a temporary measure, many believe that the pass will remain in place
after the pandemic is over.

The proposal is rushed in a week for an emergency vote by the European
Parliament and the Member states. One can only wonder how legislators
can decide on such an important issue that breaches the fundamental
principles of the treaty of the European Union and violates the
individual rights of its citizens without any amendments or debate.

Le 17 mars 2021, la Commission européenne a présenté une proposition
visant à créer un certificat vert numérique pour faciliter la libre
circulation en toute sécurité des citoyens au sein de l’UE pendant la
pandémie de COVID-19.

Les certificats “interopérables” fourniraient la preuve qu’une personne
a été vaccinée ou que son test RT-PCR contre le Covid-19 est négatif.
Le laissez-passer comprendrait des informations sur la marque du vaccin,
les données et le lieu d’inoculation et le nombre de doses administrées,
ainsi qu’une attestation d’un laboratoire ou d’un hôpital d’un test PCR
négatif. Les détenteurs du certificat (un code QR sur une application
téléphonique ou sur papier) seraient exemptés de quarantaine et d’autres
restrictions. Le document serait commun à tous les citoyens de l’UE,
mais il appartiendra aux pays membres de décider de la manière de
l’utiliser.

La Commission collabore également avec l’OMS et l’OACI, l’organisation
internationale du transport aérien, afin que le “laissez-passer vert”
soit également reconnu au niveau international. Dans l’intervalle, les
accords bilatéraux entre les pays de l’UE et les pays tiers seront
autorisés, à condition d’être approuvés par la Commission.

Les pays ont des réactions différentes en fonction de leurs besoins et
du taux de confiance de leur population dans la vaccination. La Grèce et
l’Espagne sont impatientes de l’utiliser pour relancer leur économie
touristique, tandis que la France a un faible taux d’acceptation du
vaccin et près de la moitié de la population hésite à se faire vacciner.
Beaucoup trouvent également qu’il n’y a pas assez de données sur les
vaccins et qu’il est trop tôt pour délivrer un tel certificat. On ne
sait toujours pas si le vaccin peut réellement empêcher la propagation
de la maladie.

Mais plusieurs pays d’Europe rétablissent le confinement et les
restrictions par crainte d’une troisième vague et la vaccination et le
laissez-passer vert sont présentés comme la ” seule issue ” à la
pandémie. Bien que présenté comme une mesure temporaire, beaucoup
pensent que le laissez-passer restera en place une fois la pandémie
terminée.

La proposition est présentée dans la semaine pour un vote d’urgence du
Parlement européen et des États membres. On ne peut que se demander
comment les législateurs peuvent décider d’une question aussi importante
qui enfreint les principes fondamentaux du traité de l’Union européenne
et viole les droits individuels de ses citoyens sans aucun amendement ni
débat.

Schaffung eines digitalen grünen Zertifikats vorgelegt, um die sichere
Freizügigkeit der Bürger innerhalb der EU während der COVID-19-Pandemie
zu erleichtern.

Die “interoperablen” Zertifikate würden den Nachweis erbringen, dass
eine Person geimpft wurde oder einen negativen RT-PCR-Test gegen
Covid-19 hat. Der Ausweis würde Informationen über die Marke des
Impfstoffs, Daten und Ort der Impfung und die Anzahl der verabreichten
Dosen enthalten, sowie eine Bescheinigung eines Labors oder
Krankenhauses über einen negativen PCR-Test. Inhaber des Zertifikats
(ein QR-Code auf einer Telefon-App oder auf Papier) wären von Quarantäne
und anderen Einschränkungen befreit. Während das Dokument für alle
EU-Bürger gelten würde, bleibt es den Mitgliedsländern überlassen, wie
sie es verwenden.

Die Kommission arbeitet auch mit der WHO und der ICAO, der
internationalen Luftfahrtorganisation, zusammen, um sicherzustellen,
dass der “grüne Pass” auch international anerkannt wird. In der
Zwischenzeit würde er auch bilaterale Abkommen von EU-Ländern mit
Nicht-Mitgliedsstaaten erlauben, vorausgesetzt, diese würden von der
Kommission genehmigt werden.

Die Länder reagieren unterschiedlich, je nach ihren Bedürfnissen und dem
Vertrauen ihrer Bevölkerung in die Impfung. Griechenland und Spanien
wollen damit ihre Tourismuswirtschaft wieder ankurbeln, während in
Frankreich die Akzeptanz des Impfstoffs gering ist und fast die Hälfte
der Bevölkerung zögert, sich impfen zu lassen. Viele finden auch, dass
es nicht genügend Daten über die Impfstoffe gibt und dass es zu früh
ist, ein solches Zertifikat auszustellen. Es besteht immer noch
Unsicherheit darüber, ob der Impfstoff die Ausbreitung der Krankheit
tatsächlich verhindern kann.

Aber mehrere Länder in Europa verhängen aus Angst vor einer dritten
Welle wieder Abriegelungen und Beschränkungen, und die Impfung und der
grüne Pass werden als “einziger Ausweg” aus der Pandemie dargestellt.
Obwohl sie als vorübergehende Maßnahme präsentiert werden, glauben
viele, dass der Pass auch nach dem Ende der Pandemie bestehen bleiben wird.

Der Vorschlag wird in einer Woche zur Eilabstimmung durch das
Europäische Parlament und die Mitgliedsstaaten gebracht. Man kann sich
nur wundern, wie die Gesetzgeber über eine so wichtige Angelegenheit
entscheiden können, die gegen die grundlegenden Prinzipien des Vertrags
der Europäischen Union verstößt und die individuellen Rechte der Bürger
verletzt, ohne dass es irgendwelche Änderungsanträge oder Debatten gibt.
